Add the new editor type 'tiny' for Moodle.

This is a blocker for supporting composer installs with Moodle 4.1 and higher if you use custom TinyMCE 6.x plugins.

Please check https://tracker.moodle.org/browse/MDL-77308.
TinyMCE is no longer in core /lib/editor/tinymce; it will be an option in 4.2 and beyond.
The new editor, Tiny, is located in /lib/editor/tiny, and there are plugins for it, so composer installers must be able to install there.
