ErrorHandler PHP 8.1 compatibility

[dzuelke]

Ports changes from 2.1/main that load ErrorHandler early, ignore all deprecation warnings from vendor/symfony/, and ignores all return type related deprecation warnings for both the Symfony and Composer namespaces.
