• Updates goreleaser workflow to eliminate deprecation notices and use updated options

why

• The flag --rm-dist was deprecated, and moved to --clean
• Since January, [changelog.skip](https://goreleaser.com/deprecations/#changelogskip) changed to disable to conform with all other pipes
