Prior to this change Percent() returned the target progress to which the progress bar was animating.

Prior to this change Percent() returned the target progress to which the progress bar was animating which not necessarily what is visually presented. This change is helpful because it makes it easier to time UI updates with the display of the percentage as the user understands it.
