Migrating out of Travis-CI

- Setup different tiers.
- Define how support works.

Jumpstarter framework
- Framework to manage services
- Plan for a v6.0 and leave v5.x as an LTS
- Omer will create the repo and start assigning issues
Consul race condition.

- Need more information in issue
