This was a copy of the file from the NCBI, spelling errors and all.
https://www.ncbi.nlm.nih.gov/pmc/pmcdoc/dtd/nlm_lib/2.0/modules.ent has changed slightly and removed that comment block with the typo
A pull request updating to the current version from NCBI would be welcome.
