Implement the tokenomics stated in the OKP4 Whitepaper for the testnet-1 network.

This includes:

  • Limit of allowed validators
  • Token emission (staking rewards)
  • Token allocations (with cliff & vesting)
  • on-chain governance for smart contracts (smart contract management is determined by governance votes - submit-proposal).

Waiting for CosmWasm/wasmd#863 CosmWasm/wasmd#912 PR to be merged, so that we can target github.com/cosmos/cosmos-sdk v0.46.0.

By #154, all the chain definitions are now registered into the okp4/networks repository. So I am closing this PR and a new one will be opened in the other repo.
