This PR also updates the tests to use check that the float values are equal using to at least 13 decimal places of precision. This should fix the test failures that were highlighted when using the newer PHPUnit config format. For reference: sebastianbergmann/phpunit#3159 |

This is just a small update to the PHPUnit config that was highlighted by @tammytee in #79. I'm making this change here to make #79 smaller and easier to review 馃檪
