feat: add ubuntu 23.10 and 24.04 support

Description

We need to add eol dates for these releases.

Trivy-db already contains

• 23.10 - feat(ubuntu): support Ubuntu 23.10 trivy-db#365
• 24.04 - Add upcoming Ubuntu 24.04 trivy-db#394

Also we need to add Trivy deb packages
