Upgrade jest to v29

Currently failing due to an issue with ts-jest failing to resolve the specified tsconfig in the jest configuration file.
kulshekhar/ts-jest#3841

^issue is semi-resolved. Continuing to use the globals jest config is sufficient as a workaround for now.
