Which issue does this PR close?

Closes #3744

Rationale for this change

As per https://lists.apache.org/thread/q036r1q3cw5ysn3zkpvljx3s9ho18419 Date64 should not be used for time data.

What changes are included in this PR?

Are there any user-facing changes?
