Seems like not all providers (cassandra #15002 and PyArrow dep #11950) coming from are not compatible with Py3.9. Maybe we could identify the providers that are not compatible and mark them as non-py3.9 compliant and remove them from Py3.9 build (including tests).

That would unblock #11950 and have a pattern in place to deal with other, similar incompatibilities in the future.

We are just about to get Py3.9 compatible with apache.beam relase #15515 ...Closing this one
