SUMMARY
docutils 0.17 is not compatible with our current version of the sphinx_rtd_theme. We need to pin this to 0.16 until:
the theme is updated (See rendering wrong in docutils 0.17 (unordered list, maybe more?) readthedocs/sphinx_rtd_theme#1115 for details.)
We update to that new theme.
