Motivation

Fixes problems related to composer installers: composer/composer#10618

Proposed changes

  • Remove composer installers config, since it was only ever meant for contributors (not end users), and is no longer necessary anyway. Drupal core should end up in vendor on its own now.
  • Housekeeping, remove other stale Composer config

Merge requirements

  • Apply one of the following labels: Major change, Minor change, Bug, Enhancement, or Chore
  • Manual testing by a reviewer
