INTL-745: Fix the //ignore comment in the _intl.dart file

Motivation

In the intl.dart file we have an ignore comment for classes that are all static methods, but it doesn't take effect because it's above another ignore comment. Change it to an ignore_for_file. There's only ever one class in this file.
