This reverts commit 1673bff, reversing changes made to 8ba7b20.

The data migration has failed to deploy on dev and staging. We don't think a Rails migration is the right way to do a data migration in the first place, so we're reverting until we either get access to run it live, or come up with a better (and safe) workaround.
