Branch for the Phase 2 Improvements to Issues.

Completed:

  1. Don't open a second new issue if an Open Issue exists on the server

Needed:

  1. Don't open a second new issue if an Open Issue exists on the client
  2. Change the server 'Issues' search from location-list based to search based

Needs discussion:
