Thrift 0.14.1 binary builds with dependencies

Binary builds of thrift 0.14.1 and dependencies for Ubuntu 18.04/20.04, CentOS/Redhat 7/8 and Windows that includes changes from TIBCO (56e9641).

NOTE: thrift binaries are not off the revision tagged v0.14.1 (13b00bf) rather off the latest snappy/0.14.1 (3df5174) that has a few fixes over the tagged release.

Windows binaries are compiled with Visual Studio 2019 and require the corresponding MSVC 1.42 runtime, C++ redistributable (if VS2019 is not installed).
