Members Opting in to SMS requires an agreement with each club, so cannot opt-in unless Club has SMS activated.

Technical Design

  1. Add flag to allow SMS at organisation level and refactor SMS reminder controller to use this
    flag.
  2. Update Member profile page to display SMS allowed status
  3. Allow editing of SMS opt in/out status by member IF their club permits SMS
