Any user with the :manager role needs access to the Admin UI, restricted to data from that user's Club(s).

Features must be explicitly disabled & hidden, except

  1. Clubs - READ ONLY, my club(s)
  2. Awards - READ ONLY, my club(s)
  3. Notices - Full, my club without system-wide flag
  4. Members - READ ONLY, my club(s)
  5. Patrol Teams - READ ONLY, my club(s)
  6. Patrols - READ ONLY, my club(s)
  7. Rosters - READ ONLY, my club(s)
  8. Skills Maintenance - Full, my club(s)
  9. Extra Patrols - READ ONLY, my club(s)
