Adds support for configuring the flow executable (#53)

In certain situations explicit selection of the flow executable can be useful.
If a project uses a different flow executable than the one detected by SublimeLinter, e.g. for commit hooks, then the flow server is restarted every time the user switches between Sublime Text and other functionality.

Allowing to set the linter path explicitly avoids that overhead
