This PR bumps all packages that have outstanding dependabot PRs (#434 , #433 , #414) and fixes tests that were broken going from @oclif/test v2.x -> v3.x.
Also bumps the minimum required node version to 18.x and adds testing and support for 20.x.
I'd also like to take this opportunity to highlight that the
uxpackage in @oclif/core will be deprecated in the next major version (see oclif/core#999) so some refactors will need to be done down the road when that major version bumps comes up.
