This PR tries to deal with the API change when upgrading base64 from 0.13 to 0.20 (#166).
However this 0.20 may not be a quite stable version, and API may change in next versions. See marshallpierce/rust-base64#205 for more details.
I'm not sure if we should apply this patch now, so I'll mark this as a draft PR.
