Add the ability to get and set ACLs for certificate keys under the Certificate PSProvider. This can be used to manage the permissions of the keys associated with a certificate and not the certificates themselves which are governed by the store they are located in.

PR Summary
Add the ability to get and set ACLs for certificate keys under the Certificate PSProvider. This can be used to manage the permissions of the keys associated with a certificate and not the certificates themselves which are governed by the store they are located in.
PR Context
Managing the permissions for a certificate key in PowerShell is quite difficult and typically requires complex code to handle the multiple permutations of the different keys or code that's limited to a specific scenario. This PR adds the ability to get and set an
ACL/SD
for certificates using theCertificate
provider so that end users don't have to know about this pain.For example here is a snippet I've shared 3 times this past month in Discord. Even then I don't know if this covers certain scenarios as I was trying to avoid PInvoke code for brevity.
