update postgreSQL to 42.4.2

To address dependabot issue #22006

There was a minor change in how postgresql treats the connection.setReadOnly() method (see pgjdbc/pgjdbc#1252), so I brought our test in line with that after discussing with Nathan R. by adding the new required property.

postgresql 42.4.2 was uploaded to our artifactory instance as well
