chore: migrate to lucia v3

Todo:

• Use new nuxt e2e testing #2310 to hopefully fix the issue that cookies are no longer send in the test workflow
• Implement pepper for password
• Normalize cookie names (or remove snapshot test for now)
• Fix linter
• Introduce public session interface for the data stored in the session cookie

Follow-up:

• Remove session cookie duplication deletion depending on the discussion on fix(setCookie): allow cookies with the same name but different options unjs/h3#606
• Consider creating a nuxt-auth-lucia package
• Improve session signing as outlined in [Feature Request]: Allow signing of sessions lucia-auth/lucia#1156 (don't really need changes on lucia's side since we can use nuxt sessions support for this)
