needs more javadoc
some more tests
POC for the concept that we can allow users control the default StreamReadConstraints through code - so that users who use libs and don't have direct access to control the setup of the ObjectMapper in that lib - they can set a default StreamReadConstraints before using the lib


          add support for setting the global default for StreamReadConstraints
