[WEBPLAT-641] Update to v4.0.3 #30

This pulls in the changes from Create React App 4.0.3.

Notable changes

It includes the change from Add opt-out for eslint-webpack-plugin facebook/create-react-app#10170, which introduces a DISABLE_ESLINT_PLUGIN environment variable. That makes one of our customizations (disabling the ESLint plugin from https://github.com/EverlongProject/create-react-app/pull/29/files#r527210700) unnecessary.
- I dropped the customization when resolving merge conflicts, and intend to switch consumers to use DISABLE_ESLINT_PLUGIN when updating them to this version.
It also pulls in Add support for new BUILD_PATH advanced configuration variable facebook/create-react-app#8986, which introduces a BUILD_PATH environment variable that can be used to customize the build output location. This could be helpful for simplifying the league-web CI config (by removing the need to manually rename the build output folder). I will followup on that separately in league-web.
updates various dependencies which might help with dependency vulnerability analyses
