Use composer to get the dependencies:

php composer.phar install

Move a fresh core.php from the cake core into your APP/Config/ folder.

Don't forget to modify the salt and cipherSeed values.

Add a file called facebook.php inside APP/Config/ with your Facebook AppID and Secret.

$config = array(
    'appId'  => 'appid',
    'secret' => 'secret',

Create a database.php (Console/cake will have a wizard) and test your config via

http://localhost:8080

All should be green.

Connect to the Migration shell to import the database tables:

Console/cake Migrations.Migration run all

All good to go.
