When support for flat configs where added, the check for when the fileMode was undefined was omitted, causing any file without an extension present in
html/xml-extensionsto default to being treated as if it was inhtml/html-extensions. This creates an issue if the html parser successfully parses a file which isn't html (in my case svelte).
