Use prettier as a code formatter

In Zowe Explorer, we use the Prettier code formatter to ensure consistent styling.
It would be nice to have this formatter available in the CLI repo to standardize the formatting of the codebase.

Describe alternatives you've considered

ESLint had formatting options available, but those options are now deprecated and will eventually be removed.
