In my opinion it would be useful to have "target" tags in issues and pull requests, for example "Target: 2.0.7" and "Target: 2.1.0" ... It would make it easier to know if something should be merged to current stable version or current development version.
Anything that breaks either API and/or ABI should be tagged with target as development version. Most bug fixes can be tagged for current stable version, unless the bug was introduced in already merged commit targeted for development version.
