If you do not select a group for the creation of tickets via channel "web", as a customer you can't select a group for your ticket.
Admin settings (Admin > Channels > Web):

Expected behaviour
If you do not select a group for the creation of tickets via channel "web", as a customer you should be able to select from all existing groups when creating your ticket. (If no core workflow is configured to change this)
Steps to reproduce the behaviour
Admin > Channels > Web
Leave "Group selection for Ticket creation" empty
Switch to customer view
Create new ticket (pressing the "+" button at the bottom left)
Try to select a group for your ticket
Support Ticket
