Login UI Language Not Change

Environment

• Installation method: docker compose
• Operating system (if you're unsure: cat /etc/os-release ): ubuntu 22.04
• Database + version: postgresql (default docker)
• Elasticsearch version: (default docker)
• Browser + version: chorme last vesion

Actual behaviour

when i changed ui language all part of site changed but login part still English and more time i try to submit i don't see any change

also when i change language to a RTL language some part of ui (mostly users select dropdown in ticket) has horizontal scroll

Expected behaviour

I expected the login page to change when I pass an RTL language or other languages, and I also expected the ui to not be cluttered when I use the RTL language.
