Show list of prevotes and missing final votes

Sometimes final vote decisions get stuck because there's someone who prevotes but doesn't submit a final vote. This happened once when someone participated in prevoting but wasn't eligible for final votes yet. There's already missing_votes and missing_vote_users methods to find this, so we just have to expose this somewhere, and add a way to delete prevotes if needed.
