The datetime format specifier for
datetime.strftimeallows to remove leading zeros from outputted data. However, attempting to use the same format string withdatetime.strptimeraises withValueError: '-' is a bad directive in format '%-m/%-d/%Y %-I:%M %p %z'. This PR fixes the issue.
