Add a row_limit parameter to from_csv() #740

Rationale: This is very useful when prototyping, if I don't want to cut my source files into pieces before running my experimental scripts. This is even more useful when the source files use awkward CSV formats or are Excel files (I will do a PR for agate-excel too).

The build failure on Py2.7 is unrelated, it's due to the import of pyicu through parsedatetime: bear/parsedatetime#247
