Add the ability to delete the chat for both sides

Add the ability to delete the chat for both sides (like in Telegram). There are many situations where you don't want to keep the chat (like sensitive and/or confidential information, distrust of the interlocutor, etc).

This is advanced user protection and security. And I know about self-deleting messages and this is not enough.
