Also - changing to '@stylistic/stylelint-plugin' as 'stylelint-stylistic' isn't compatible with Stylelint 16 anymore - removing Node 16 from the CI as it's not supported by Stylelint 16 Fixes #225

This should now be resolved, with release v0.17.0. |

The stylelint 16.0 has been released, and stylelint-stylistic used by stylelint-config-wikimedia is not compatible with it and has been marked as deprecated. Please switch to @stylistic/stylelint-plugin. Thank you all. @edg2s @jdforrester
