This changes the behavior of the base32/base16 prefixes such:

  1. Lower case base32 parses correctly.
  2. Lower case prefixes map to lower case outputs. That is, encode("b", thing) -> "bxxx" and encode("B", thing) -> "BXXX".

This will make @kyledrake happy.
