Feature Proposal

I created https://github.com/itgalaxy/labelify for own purpose, but in many repos we have difference labels and some repos not have all labels. We can create general config (labelify-config-webpack-default) and automatically create labels using command.

Feature Use Case

Avoid making it hands and always have the same labels in repos.

We have a labels repo here https://github.com/webpack-contrib/labels, which contains a simple json file with label data.

Whichever tool we standardize on using for that purpose, it needs to be able to update existing labels (without removing them first - that results in orphaned labels on issues, PRs), and add new labels.
