Classic WebJars publishing policy #1977

This is more of a general question - what's the exact policy for publishing classic WebJars?

All the WebJars I typically use do exist in npm variant, but as I'm not a fan of serving more resources than really needed I generally prefer classic variant.

I publish them manually. We could definitely setup some automation (release on tag) with GitHub Actions. But I haven't put any energy into that since I built the NPM WebJars infrastructure.

I assume this GitHub Actions workflow would then be added to every repo that backs a classic WebJar, like webjars/bootstrap?
