Pre-publication checklist

This is a list of activities that need to happen just before the updated HPWDUTW resource is published:

• update website's navigation.yml file
• update links to HPWDUW overview page in other resources across WAI (as noted in [when publish] update links to HPWDUW in other resources #264)
• update links to sections within previous HPWDUW pages (as noted in existing pointers not break with redesign #241)
• Ensure all related resource links work in overview page (as noted in Overview: Ensure all related resource links work #146)
• Ensure all pages have a correct 'Last updated' date in the front matter (so translations will be indicated as not up to dat)
