For certain sets of applications, battery life if more important that peak performance, or enabled features.

For instance for a video conferencing app, it is important that you are able to join all your daily meetings without having the device discharge due to abnormal power consumption.

Many CPUs have ways to boost performance to offer better user-experience or get stalled work out of the way. These boost modes (higher frequency) user more power than regular operation modes and often not in a linear fashion, meaning that you want to avoid prolonged boost if you want to conserve battery.

It seems that the power consumption maps fine with the existing high-level states like nominal, fair, serious, critical
