goreleaser problem in [main] branch

The goreleaser version is upgraded to 1.12.3 in [main], due to this goreleaser problem, Velero release will fail in below case:
Release one pre-release, for example, v1.10.0-rc.2
Don't make any new commit so as to keep the HEAD unchanged
Create a GA release, for example, v1.10.0

We need to take care of this problem before the next release from [main] branch
