Describe the bug
Running
vite build
normally on my multi-page app includes all the HTML files in the configuredoutDir

But when running
vite build --watch
in seems to only include the JS assets and nothing else.snip
I saw references in other issues that there's a change happening to the
--watch
functionality (#3145). Not sure if this PR addresses my issue or not, but I'm happy to at least test it :)System Info
