On Windows Server 2012 you have to install the latest Visual C++ downloads for the server to run... might want to put that in the instructions... The latest supported Visual C++ downloads:

Likely the same for all versions of Windows Server.. You won't get an error trying to run the server from the tab bar... If you open the programs folder and run domain-server.exe you will get an error telling you that you are missing dlls.
The Domain Server works just fine on Windows Server 2012 otherwise...

That is actually an issue with the installer. See vircadia/vircadia-native-core#348
