A dependency for persistent task to start with the watch command

Summary

Persistent task are not started with the watch command if the don't have any dependency, I'm not sure if it's expected?

Additional information

`npx turbo@1.13.4-canary.3 watch serve`

Without the dependency the client won't run the serve command.
