Adding unaggregated tooltip to an uncolored aggregated stacked bar chart results in misleading overlaid chart #9261

Bug Description

I think that stacking being disabled in the third of these three charts (editor link) is a fairly important bug... A casual user might read the third chart and come away thinking that the sums are all less than 1 billion when in fact the Y-axis should extend to 60 billion if the bars were stacked:

Simple aggregated bar chart: solid bars, Y-axis extends to 60B 👍

It was noted in Slack that adding the details channel fixes this but this isn't necessary for the second chart and isn't documented anywhere.
