Content-Length - размер в байтах тела запроса

у добавил костыль, но как временное решение

Если ЗначениеЗаполнено(Файлы) Тогда
    ContentType = ЗакодироватьФайлы(HTTPЗапрос, Файлы, Данные);
    ПодготовленныйЗапрос.Заголовки.Вставить("Content-Length", XMLСтрока(HTTPЗапрос.ПолучитьТелоКакДвоичныеДанные().Размер()));

по хорошему надо переработать подготовку тела запроса
